You have an 86 right? Those models don't have bushings so you can rule that out. Sounds like it might be your motor gears. You can upgrade the OEM plastic gears to sturdier bronze ones from the speciality catalogs like MAM, Eckler's and Corvette Central.

Can you hear the motor running? When my plastic gears stripped the headlight would try to close but the motor would keep running. My right headlight would close but not open and I found a blown fusible link. And someone had assembled the motor incorrectly which also left a lot of play in the motor. (The rubber pads were missing out of the gear.) The things you find when you buy a car that someone else tried to fix and gave up on.... The factory service manual has a very good troubleshooting section for the electrical part.

thanks for the info guys did not know 86 did not have bushings,,,motor runs to open it ,but only closes it about half way and like i said when you turn the **** on bottom of motor to close it the rest of the way,, just about when you get it closed it falls back open about one half inch and as you turn the **** on the bottom of motor you can see a small crack open on the plastic housing and it falls back open ..think ill pull it off this weekend and put car in its winter storage ,god i hate that thought, just got it in late july it,s a 86 pace car convt with 4 speed stick its a great driving car and has only 69000 on it red metalic tan top and tan guts plan on doing a few mods in spring ,did flowmasters already sounds great my first convt since my 66 i love it,, cant wait for spring already,,

You'll probably end up buying a used headlight motor from a Corvette salvage yard. Might be a good idea to get two so you can scavenge parts from it.
