If a better idea doesn't come up, I suggest listening for the pump to run.
I could be wrong, but I'd check the reservoir itself to see if the pump is mounted under it. If it was ever run dry, they die fast with no fluid(like a fuel pump). If the pump is not there, it could be in-line(follow the black rubber hose), or sometimes they are mounted right in the wiper motor assembly(even the electric pumps).
If you jumper 12 volts to the pump, it should run.
Also, if you can, make sure to get a "quality" replacement. I've replaced alot of pumps in my day, If they are under $15, they make me nervous.
Hopefully that is all it is, it is also possible it could just be a fuse or the switch in the column.

You have to push the butten inward and then hold it downward in the slot. It's kind of tricky! When I first got the car I thought the pump was shot, but nah it was operator error. Are you pushing the switch right?
The washer tank assembly is not that hard to remove and it would be worth pulling it and give everything a good cleaning. Refill with 20/20 premix and you should be OK. Don't spend extra money on the AC Delco fluid as it just does not do a good job compared to the 20/20 stuff.
