It's been awhile since I removed the bumper on my '85 but I do recall that it is a little trickey getting the corners of the bumper over the impact bar. The corners I'm talking about is where the corners of the hood meet the front bumper. A little finness to keep the stretching to a minimum is necessary here. Fatiguing the paint could occur which may cause lifting later. I think I installed the bumper over the impact cushion on top then attached the sides leaving the fasteners loose. I'm wondering now if the bumper has to slip under the bottom of the impact bat first before slipping the top edge over the impact bar. I do recall I had to flex the bumper up and over the top and over the corners, but don't recall slipping it under the impact bar first, maybe I did. I don't know if your hood is off or not but installing the screws along the top edge of the bumper was a pain. With the hood on the wrench wants to scrape along the hood, some tape or padding on the wrench might help. Don't know if this helped...good luck.
I used a urethane primer/surfacer and PPG base/clear which was also urethane. The paint manufacturers recommend a flex agent if removing the part from the car. I didn't, but since it was urethane didn't have a problem installing it. I wouldn't do the install on a cold day unless the part was warmed up before installing.
