Throw a shim between the block and starter. They are special shims that often come with the new starter. If not they are stocked in a selective pack at most auto parts stores.

The shims are made to install easily. They have the inner hole slotted. You remove the outer bolt and loosen the inner. Slips right in. Start with a 1/16 and a 1/32. It will probably do the trick. Slip them both in together.

I am not familiar with the rubber piece. Did it install on the pointed end? Or was it between the block and the starter?

I am asumming thet the ruber is a seal to keep dirt and water out of the bell. If this is the case, leave it. Then install the shims. They will move the starter down, away from the teeth of the flywheel.

Most new starters come with instructions on how to check if shimming is required. Might want to check your statrer paperwork.
The old shade tree rule was if it sings going in add a shim, if it sings coming out take one out. This referrs to the bendix engaging the flex plate of course.
