I have 19's in the back and 18's in the front and the car has been lowered about 2 inches and sometime when i turn i hear a moaning and I think the tires may be touching the wheel wells does this sound familiar to anyone??

With 19" wheel on a C4 and it being lowered there might be some issues.
Because the wheelwells are ABS plastic, they should not make a lot of noise like a "moaning" if the tire comes in contact with the material.
With the hood open, turn the steering wheel to full lock to the left and look in both wheelwells to see if the tires are rubbing against the wheelwell pieces (look at the front and rear of the inside edge of the tires. Then do the same with the wheels to the right.
Also look at the upper wheelwell housing mounted to the hood and see if the outer edges show any signs of rubbing.
Because the car is lowered, the size of the tire (height and width) impacts how it sits in the wheelwell. The offset and backspacing dimensions of the wheel also plays a role in how the tire sits in the wheelwell. If the tires are too tall and/or too wide and the wheel measurements are signifigantly different compared to the stock wheels, you could have issues with rubbing.
"Moaning" is also an indication of the rack and pinion unit beginning to go bad. Do you notice this noise when you first start the car in the morning and turn the wheels? Does the steering wheel seem harder to turn when you first drive the car? This is called "Morning Sickness" and is typical with older racks and high mileage cars.
Another possibility is the PS pump starting to go bad. Going to full lock either way puts additional pressure on the rack and the pump may be not able to handle the pressure.
Try flushing the old PS fluid and replacing it with a good synthetic fluid like Red Line PS Fluid. Don't use ATF as a replacement!
If it moans only in sharp turns, and it seems to be coming from the rear, it's probably the positraction clutches talking to you. The rearend may need additional posi additive to allow the clutchpack to 'slip' without moaning.
First off wheel diameter as nothing to do with it, the tire diameter does. The fact that you have lowered it two inches is more of a problem than the size of the wheels.
If the clutch packs in the posi are going bad, it will make more of a howling noise, a whining noise from the rear may indicate the spider geras are broken. Noise of a whining type in the front may be the power steering.

i run 19's on the back of my car, and i don't have any problems. my car is even lower than yours, but my backspacing etc on the wheels is just right and the tire tucks up nicely without rubbing. if you think the noise is coming from the front, you can just open the hood and look and the wheelwell liner to see if it is rubbing. if it is from the rear, do as the other guys have said, and take the wheel off and inspect for rub marks. i suspect that it is probably not rubbing, and that it is a mechanical problem...
