Where is the best place to get some touch up paint for minor chips etc in the front bumper and hood of my 91 Dark Red Metallic?

Most any autoparts store will have a touch up paint section. Just get the paint code for your car and look it up in the guide they have in the paint section. It will tell you the product number on the paint to use to match your car's color or ask at the counter for help. Even Wal-Mart has an auto touch-up paint section.

Was looking at a MIdAmer Cat and saw various touch up kits and paint etc.

Seriously...most of them are the same stuff...Dupli-Color comes to mind but I know there is another common brand. Trick is lots of thin coats and finishing with clear.. might do a search...there were some older threads here and saw some really nice results
also check out www.paintscratch.com. One guy I emailed with got his stuff there and did the work on a '93 ruby...very very nice results...got the sandpaper, paint and clear as well as directions from them. He sent me some pics and you really cannot see the spots he fixed. He emphasized the need for lots of coats and patience.
I've found going to an automotive paint supply store to be the best place. They will mix you up a half pint or so of the good stuff for about the same amount you would have to pay for one of those little one ounce jars at the auto store.
