That is the 'bible' for fixing your own vette, also called the Helms manual. I can't help as mine is 95 and wiring is different. Try a search in the tech help section here. Good luck with it.

I didnt know there was a solenoid for the headlights, but the relay is located on the driver side next to the fender. If you follow the wiring harness from the headlights you'll find all of them on that side.

Mine are out in the open but I see a small hole where there might have been a screw holding on a cover. Car was 17 years old when I bought it so I never know what's supposed to be what for sure.
