I realize many people think that tail light black outs look "cool", but they make me cringe whenever I see them on a Vette. Not because I think they look bad, but because I feel that they invite trouble from other drivers. They make both the brake lights and turn signals difficult to see.
Personally, I'd rather be a bit less "stylish", than have a rear-ended Vette. :cry
Check my signature pic. The blackouts came from mid america and they do not make your tail or brake lights hard to see. When your lights come on the blackouts appear to be almost clear. I was surprised myself when I saw how good you can see your tail and brake lights through them. Don't know about cal. law.

I originally bought a set of the static clings for my 95 and they worked fine. Then ended up buying a set of the blackout lenses from a forum posted that was selling a bunch of stuff a few years ago and I think these definitely look better than the clings.
