You have a 700R4 transmission. That cable you are looking at is the Throttle Valve adjustment. It controls the shift points for all shifts. Not kick-down. Do you really want to touch it and why?

Problem is that when i slowly spped up to ~20mph and then stamp gas pedal to floor, it does not shift downwards. Allways, sometimes it does.
I recall, that somebody has did this adjust, and it was easy. Maybe i'm wrong??

There is no "adjustment" per se. You set it. If it still doesn't shift correctly, set it again. Still wrong? There is an internal issue.
To set it, locate where it hooks to the throttle body. Push the release button in, and firmly push the cable back into the housing until it FULLY seats. Release the button.
Now just fully open the throttle plates (ensure they are completely open) and the cable is set. You will hear it rachet as it sets itself.
That's all there is to it. Worth a shot if your trans is shifting funny or not kicking down.
[edit] Another one of the most common symptoms of the TV cable being set incorrectly is when the car starts out in first gear, and under gentle or moderate acceleration it revs to 4000 + RPM and then slams into second. Not good. Will ruin a transmission in short order.
