Many 20-year old cars have had 4+ owners. That would be a point of issue for me, but not a show-stopper.
Ultimately, the car's condition is more important than the number of owners it's had.
Since the bidding has ended, one could say, you're too late. But wait, there's a chance.
See if you can find out the owner and make an apptmt. to go see it. Do a carfax first since the Vin's provided in the ebay thing.
See if the owners have been all over the country. Kind gives me the shakes when I see a car going one coast to the other three or four times....makes me think of title washing, put together cars, salvage, Katrina-like, etc.
Tell us how it turns out.
As far as # of owners, yeah, it could be odd. For instance in C6 Cars for sale, there's guys selling with: 400 miles, 1100 miles, etc. So there really is no rhyme or reason. People sell, sometimes quickly or early in the mileage of a car, for all kinds of reasons.

I'm the 6th owner of my '88 =) (That's being the 3rd owner in less than a 1-year period)
63K miles on a 11 year old car is not bad but if the clutch is original, it could be ready for a new one.
The ad says the car has the factory hardtop;the coupes all had tops! Check to see if the car has both the solid top and the clear top. But the "factory 5 star wheels" is bogus. Only ZR-1's and the 96 Collector's Edition had the silver 5-spoke wheels. The color is called Polo Green Metallic and the interior is Light Beige
The tires aren't "new" as described. There is a bit of wear on the edges and the tread pattern is not something that looks like a Z-rated high performance tire. I would bet that the tires and wheels were added at some point.
Get a CarFax subscription and run your own report. The freebie on the ad link won't really tell you anything. No plates is (to me) an indication that the car came from an out-of state auction, but the CarFax will tell you what states the car was registered in.
It's very difficult to change mileage in the later C4's but check it against CarFax just to be sure. Also any Chevrolet dealer can run a Vehicle Service History if you give them the VIN. If any prior owner had the car serviced at a Chevy dealer, the info will be there.
If you do go to look at the car and it loos good and drives with no problems, you might offer $12,500 to $13 and see what they say.

I was the high bidder at $11,830 . The car fax showed a clean record. The car was first purchased in Florida,then it went to Connecticut,and then back to Florida.I called the dealer selling the car,his buy it now price was $13,999 and he wouldn't take less than $13,700.I live in Pennsylvania and would have to fly down and drive it back,that would add to the cost of the car. There are plenty of nice cars out there for sale,I will keep looking. Bob
Well finally got around to seeing this bad boy....just returned home.
It was pretty clean interior definitely needs a good cleaning, paint was very nice engine was clean..I looked at some of the fluids oil wasn't golden but not dirty either. all other fluids were topped off. looked like it might need new brake pads seemed a little low, tires the back ones were brand new the fronts probably 80% one thing I liked about it was no power seats less to break, no oil leaks it was parked in a garage looked like its been there for a bit. starter or battery about to go kind of hesitated when cranked up, weather seals looked good.....he won't go lower than $13,600 overall very nice but with so many owners and being a small dealer no known history other than carfax...I probably wouldn't pay more than $12,000 for it. I think I'll pass
Was nice seeing a C-4 up close its been awhile I still believe those wheels are Beautiful on a C-4 I like them the best......
