Can I use a newer 4 button (lock, unlock, rear hatch and panic) remote clicker for my '94 vette? I have one original remote (2 button) fthat the wife uses, but would like another one as a spare for around the house.

Nope, the PKE fobs are unique. But you can find them (about $60) on ebay, or sometimes on here. Then you would have to program it to your car.

Are you talking about a single button PKE fob for a convertible?
I have seen single button PKE fobs on e-bay identified as "for a convertible" and that would not work, as there would be no release button for your hatch.
However the one that came with my 93 convertible has two buttons. The second button on mine that is marked “hatch” actually opens the deck lid for the top. I purchased a second fob from a vendor on e-bay that was identified as "for a convertible" and it came with two buttons like the original. That would work fine for a targa.
So if your shopping e-bay you need to be careful if buying a convertible PKE fob and make sure it comes with two buttons....if you want it to work the hatch as well.
