Well, not the best, but maybe not the end of the world. Per Jet-Jock's methodology, take your car to a very level place (don't let the top fly off on the way there...
hey, we gotta have some humore here). And then carefully follow Jet's way to adjust the brackets, and eventually cinch down the screws to hold the top on. See how it goes.

If you're talking about the little, almost triangular jobbies then, no, that bracket which should be ON the roof, should be on the roof and not on the windshield frame.
