Yep, normal. Like when you take your foot off the brake at a light the car tends to creep forward. In your situation, traction control kicks in because the back tires are moving faster than the fronts.

With the shift lever in Park? Either the shifter is not adjusted correctly or the parking pawl in the tranny is busted.
If the shifter is not adjusted properly, you may find Reverse when you really don't want it. With the car off the ground, are the wheels spinning forward or in reverse?
If the parking pawl is broken, you should be able to move the car (with the parking brake off) when it's sitting on the ground. Can you do that??

OK just tried it again, with the car off the ground the wheels are spinning forward. It could be that the shifter is not adjusted correctly I had the trans rebuilt in May of this year, so it will be going back next week.

In the meantime putting it in park will NOT keep it from rolling away. Hope you have a good E-brake.
