It's traction control, depending on the year, 1992-94 was the first gen, the 95-96 was the second gen which had a smaller lighter unit and instant on/off.
For 99% of your driving, leave it on, if you are racing and are confident in your ability to control the car in hairy situations, then turn it off.
With it on, it uses sensors located in the hubs to determine wheel speed and regulates the throttle and spark(I believe) to help control the car.
It's a pretty neat system that got better as the years went on.

Just remember that there are at least a few threads in the recent past regarding "the car getting away" from the owner. Now, it could be the ASR wasn't working, or the car was going off the deep end and the ASR couldn't save it. But no matter, when your car goes way out without ASR, you'd better be ready to know how to handle it. And have lots of "real estate" to bring it back in. just my opinion, tho.
