There's no reason to remove the cats as all of the aftermarket systems bolt right to them and the LT1 cats are not restrictive at all. And no, since you asked, it's not legal anywhere. There are just places where you can get away with it. In NC, pre OBD II cars are still subject to a visual inspection.

So while doing this would you replace the stock cats with hi-flow ones or is that overkill for what I'm going for?
if you have a local exhaust guy ask what he can do for you himself. Usually cheaper. Maybe throw on some mufflers. Anyone hear anything abotu bassani mufflers?

Flowmaster exhaust w/highflow cats. Just got mine in the mail yesterday so can't tell you what they sound like but from what I've been told the sound is great. The whole thing cost less than $1600.

Exhaust systems seem to be the one item that nobody ever agrees on, because each person has his own preferences. The way a particular system feels to one person may feel completely different to another. This pertains to resonation, decibel level, sytem design, etc.
My suggestion to you would be to visit a corvette dealership and check out some of the vettes with the different systems installed. I'm sure the dealership would be more than happy to just fire up some of the vettes and let you hear them, and maybe even let you drive them. I for one can't comment on what system sounds best. I havn't heard all of them to be able to give a a true and honest opinion.
The FedEx driver delivered my new exhaust system less than an hour ago. Guess what I am doing this weekend?
On the drive to FunFest last weekend the exhaust drone drove my wife and I nuts. The previous owner had installed what looks like a Magnaflow system. This was the longest trip (450 mi. one way) we've made in the Vette since acquiring it last July. MAM had a good deal with 10% off and free shipping so a new Corsa system is mine.
I was able to talk with the owner of Corsa for quite some time on Friday - a very helpful guy! It was also fun watching them install systems on C5 and C6 cars about every 15 minutes. The sound effects were good too. The wouldn't install on C4s due to the age and not knowing what they would get into with the older cars.
Just put a Corsa Catback on last weekend on my '87, had stock system until then. So far, I have to say that the Corsa is everything that people have described in this forum: little bit louder rumble at idle, cruising is still quiet, but you can tell it's louder than stock when you step on it. Personally, I like the looks of the twin tips also.
I'd be willing to bet though, that many people would find it too tame for them, but then again, who's to say. BTW, I'm about 2 hours North of you in New Bern-

Thanks for the post, that's the kind of infomation I was hoping to get. Good to hear from another Tarheel. New Bern is beautiful. I used to go through New Bern every weekend when we had a house at Morehead. Let me know if you're ever headed this way and the beer is on me.
On the 93 you have true dual exhaust and the LT1 mufflers have a non-restrictive flow. Meaning you would need long tube headers, high flow cats and a non-restrictive muffler system. Performance gains will not be very great and you will spend lots of money. Like the sign in the speed shop says "speed costs money, how much do you want to spend".
If it is just too quiet Corsa seems to be the choice, but there are many others. Personally I am just running straight pipes and love it, but admittedly not for everyone. Cost all of $80 for my system, so I also like it all the way to the bank, and gets me $$ closer to a 383/396.
