Those black dots that are visible just below where the turn/fog lamps would sit are probably Dzus fasteners that allow for quick removal of that air dam if it gets damaged or when loading/unloading from a trailer.I'll bet it has about no more than a 1" to 2" gap between the ground and the base of the air dam when it's sitting level.
Were you wanting this for a road race car?? It certaily would not survive typical street use.

There is a guy whom makes those custom.....I seen one on a Camaro not too long ago......I can't remember the name of the place....when it comes to me I will let you know....I think it's american sports car inducts or something like that....
