As a car seller it is almost impossible to find out what previous cars sold for but it is possible to find out what is currently on the market.
There are several internet sites where you can price Corvette convertibles and most of them list the miles. I would compare the asking price on 86 - 89 Corvette convertibles and then price your relative's to compete with them.
A real plus to any buyer will be a comprehensive maintenance record.
I also recommend waiting till Spring to sell as prices usually rise then and that is when the buyers come out.
Have they considered the Mecum auction at Bloomington Gold? It is an excellent place to sell a cream puff Corvette.
Having said all that my best "guestimate" is that it should be priced above $10,000. Your market analysis will guide you as to how much higher they should go.
I have recent knowledge of one similar to this one but in the 50,000 mile range. It sold for $10,000 and both the buyer and seller were very satisfied with the price.

9K is awfully low mileage for that old of a car. And, I'm sure you know it. What you may not know is that less than 1K miles/yr can be a detriment. For collection, it has some value. To become a daily driver, not as much. For a daily driver, it will show leaks & age somewhat more quickly than a new car with that mileage. Records and storage techniques mean alot.
I'd bet a sale of $11-12,500 tops. (Mayber higher for the right collector). I paid $14K for a 14K mile 89 COUPE in 99. And, I think it was the right price. Verts are supposed to be worth more but C4's are still generally depreciating -- even without being driven. So you need to subract 7yrs from that $14K price and add for the vert. See if RogersCorvettes has any similar listings. They would represent the upper limits of retail.
Pluses, 86's are better than 84's/85's because of motor/suspension improvements. Also, I think it's the first year for reintroducing the vert. Also, any 9K mile vette that's been taken care of is worth some dough. Silver can be a good color for resale.
Minuses, I don't think anyone is really impressed by the 4+3 manual even though it is a stick. Silver can be a bad color for age/thinning.
Finally, their are collector car value books that you can find in the library. When I bought mine, it allowed for a sale/loan value up to $20K. That was for a highly polished/maintained trailer queen. So, there are a lot of variables in that kind of car. If your relative really WANTS that age/style/color of a convertible vette, encourage them to be generous. Early C4s in that condition are RARE. If they want it as some kind of investment for resale, tell them to stay under $10K if possible. It's not worth as much if they don't really want THE CAR.

Whats it worth? Its really hard to say. The only thing that it has going for it is the miles.
