Default Cold blow

My 94 starts blowing cold air as soon as I turn on the heater. It takes much longer to warm up than it used to. There are NO LEAKS anywhere. Isn't it supposed to wait until engine temp is 180 or more before blowing air into the cabin? Why is the blowing air still only luke warm when the engine temp is 195-200? thanks...

Might be a partially plugged core or I believe there's a built in restriction on the inlet line which can be removed and cleaned. To flush the core, remove the hoses and use a garden hose or compressed air. Don't go too high on the compressed air since system pressure is less than 20 psi.
