it's in with the spare tire/wheel under the back-end of the car. The first thing you got to do is look behind the driver seat and remove the lug wrench, then take it and undo the sparetire cover.
This is another one of those questions where the answer will depend on what year C4 were talking about.
Remember, this model had a very long run and a lot of things changed throughout the run.
On my 1996, the jack is in the compartment behind the passenger seat. Nothing at all inside the spare tire carrier.
On my 94 the jack was stores in the rear compartment, underneath the plastic tray. On your 95 convertible, I'm not sure, but I guess it's in the same area...
Now for weight/racing considerations, my jack in in the garage in a pile of other corvette parts that I have removed from my car.
mine stores below the tray in the compartment behind the Pass seat in a styrofoam block and the Wrench stores behind the drivers seat on bolted to the floor.

Does anyone have a picture of the orientation of the foam and where the radio receiver sits in the passenger rear compartment? Specifically for a 96. The Photobucket pictures above are no longer working and I'm trying to get the radio receiver and jack storage foam back in correctly, I did not remove them
