Sorry I don't have much 84 info since a lot of the VATS system wasn't yet put in those cars. Some of the stuff may still apply to some degree though.

No VATS in 84.
From the outside use the door key and unlock the door ( you just turned off the alarm ) the vette should crank ( start ). Now with da key --- lock the vette ( your windows are down ? ) from the outside. If you reach in and unlock the door and open it you'll get a beep--beep and the car won't crank. The little control box is behind the info panel.
PS -- if there's an after market alarm in there they will hate each other
