Are you talking about Blower speed? That's controlled by a series of Resistors mounted on the Evaporator Case and I believe for '96, 2 Relays, High and Low. The Low Relay is used for everything but Max, but if you have one of the Low speeds, the Relay is fine. You need a new Resistor Pod.

I have only LOW and HIGH all the others between are LOW.
So you are saying:
Since I have the LOWEST blower speed the LOW relay works.
Since I have the HIGHEST blower speed the HIGH relay works.
The in-between speeds are controlled via the resistor network, which is the possible culprit.
