In the 1/8th mile a C4 (even a early one) will hang with just about anything. After 1/8th the various engines start to show their true stripes. Usually this is where the better breathing engines (LT1, LT4 etc) really shine and the L98 will start to fall off.
I have an 86' auto (with a 2.59 rear gear) and a 99' 6 speed. The 99' is stock (dyno: 301HP, 315Lb/Ft) and I put an intake setup, headers and a high flow cat on the 86' (dyno: 230HP, 327Lb/Ft - same dyno for both cars). The 86' always pulls harder off the line than the 99' does, and I am sure in a "stop light to stop light" situation the 86' would most likely win (assuming short distances between lights). However, the 99' really shines at high rpm, and would easily pull away in any longer race.
when my L98 was stock, i used to think how inextricably weak 1rst gear was.
none of the partying happened until mid-way thru 2nd which was the hottest gear.
the 4400 rpm wall compounds the problem in all gears.
i agree with rocco. there's no question the flat torque curve and additional hp hands-down trumps the L98, every inch down the road. i'll take hp over the 10-foot hole shot every time.
