I keep my front tag on but it's under the cover plate. If I ever get stopped I'll try explaining that I put the cover on for a car show and forgot to take it off.

That's what I'm afraid of getting pulled over. I ummm errrrr Do not need a reason to get pulled over if you know what I mean..

Your original question asked how many members are supposed to have front tags but don't. I gave you my answer. If you have some particular reason that you don't want to draw additional attention to your ride (possession of controlled substances, transporting illegals, arms trafficing, whatever) then you would do wise to keep your outward appearance as unobtrusive as possible.
I only got stopped once for the "no tag in front" violation, and I've had my car for 9 years! He cut me some slack and let me go, but if he ever sees me again...who knows. I even got a speeding ticket a few years ago, and the trooper never said a word about not having a tag in front. I like jrzvette's idea so much, that I went out into my garage and searched for 15 minutes before I found my second plate in a plastic storage box. I threw it in the back of the car. If i get stopped again, the "game plan" is to tell the cop "I forgot". Either way it ain't goin' on 'cause it just looks so bad.
I have the cover on mine, I did not give it any thought when I bought the car, it might be under the cover. As far as the law goes, it does not make much sense, as the are hundreds, thousands of Arizona driviers who drive over to the the beaches in California every weekend that have no front plate. The law should be uniform. After I bought the C4 I took the front plate off of my Infiniti J30 as there was no real plate holder and it was blocking airflow. Anyway there are ton's of hi-end cars ohere in Palm Springs and none of them wear a front plate and no-one is stopped for it. I guess it could be a reason to get stopped if you were driving around un-safe.
The law goes by State. My buddy is cop and he said he would never write a ticket to someone for not having their front plate on, unless they were "asking for one". But he did say its just another reason to stop someone so he can look for other illegal action.
Hi everyone, this is my first post, so be gentle......I live in Utah and we are supposed to have a front plate but I think it spoils the look of the car so I don't install it, I keep in in the back behind the seat. I have decided that if stopped I will tell them that putting a plate in the front disturbs the air flow over the car causing overheating and other problems. I believe that I may get away with this, since I am a 65 year old lady, and lets face it, who's going to argue with a little old lady. MY son, is always getting stopped for no plate on the front of his restored 66 Impala, but he's in his thirties and has long hair.

I don't know what the law in Utah is but in New Jersey (a two plate state) cars 25 years old or older are eligable for "QQ" (historic) plates and only the rear one is required.
BTW, 65? I have to ask, is this your first?
edit: Just read your profile. I love you!

Nice profile pic, Loretta!
I don't have one on the vette here in Cali, but I understand the point is for the RED LIGHT CAMERAS. I don't run reds despite the local enthusiasm for this sport. (there's a reason we have red/ orange before green in the UK )
Didn't have one on the Toyota pickup either (had a 'don't mess with Texas' plate.. long story...) but it was our wonderful local Parking **** that gave us the ticket for no front plate. Maybe she went to USC (there's also a UCLA sticker on back window)
I bought a front license plate cover last year, and I'm really glad I did. Massachusetts used to have only rear plates, so the only way a cop would know I should have a front plate is for him to check both the back and front of the car. I even got it inspected without the front plate. See sig photo.
