I have taken my '93 to several shops for an estimate on fuel filter replacement and they all have said it is a little over one hour labor. Does this sound about right?

Yep. If not a little more considering where the fuel filter on these cars is. Cat converter hell under there.
With the right tools-(16mm and 20MM Flare nut-Crow Foot wrenches for the lines-10mm for the strap that holds the filter to the frame) I did mine in 20 minutes. Oh, by the way, put a pan on the floor under the line to catch the fuel thats in the line and filter. Do this job when the engine is cold, and for heavens sake do not smoke!

No. I got tired of doing it myself so I took it to Jiffy Lube. They did it in a half an hour.

I thought about Jiffy Lube as they only charge $65 parts and labor. Of course they make a killing on easy to get to vehicles like my Nissan pickup as it is only a 5 min job. And even though they have a bad rep I will check them out. The one by me doesn't get much business anymore and for $65 I don't think it is worth it for me to tackle. I did do my own plugs and wires and saved a bunch of money, but it was hell.
WOW. I will have to give you a call next time the fuel filter needs to be changed..
Seriously? It takes longer to get the ramps out and find the tools then it does to swap out the filter. Sure, the first time took a little longer but it really is a snap to do..
