The Dept of Transportation just redflagged you in their database and will be sending plain clothesed agents to examine your odometer very soon. I would guess it's somewhere in the speedo itself, but I'm sure some Vette brainiac will answer soon enough with a much more intelligent answer than mine.

'84 to '89 is a mechanical odo in the cluster.
'90 to '96 is stored in the "Central Control Module" (CCM) which resides in the center of the dash board. It looks like a early C4 ECU and controls security, interior illumination, cluster functions, I *think* it plays a role in climate control (not 100% sure about that) and talks to the ECU among other things. It also stores the mileage.
