New headliner material with foam backing is available from Mid America. They also seel spray cans of glue.
Order by phone, tell the sales rep to inspect before shipping, make sure that the cloth is not wrinkled. The order I got was not usable due to creases.

I just did mine last weekend. Not rocket science but kind of tedious. Get on Ebay, there is a guy selling the foam-backed fabric already cut the size you need for a C4 and it comes with instructions for about $30. All you need to buy is the Headliner Spray Adhesive and some 3M Extra Strength Spray Adhesive for the backerboard to targa top glue. Mine looks like a pro did it and it took about an hour. Do a search for corvette headliner.
