Strange Fault

My wipers will only work if I switch on headlamps first on my 1994. I can switch headlamps off once wipers work and they will continue working. Any ideas???

Republican wipers, they need light first.

I may be way off base here, but I remember reading this "safety" feature added to some cars in response to laws in certain states that require headlights to be on when using wipers. I know NY is one.

Having looked at them again, they sometimes work without switching on lights. If they dont work, I switch on lights, then they work

This makes a lot of sense, and some states do have those signs that read "Lights on when wipers required".

But I don't believe any US C4 ever shipped what that feature. I am not sure about the Canadian cars though.

Is there some kind of after market device that a previous owner might have installed that would force this issue?
