Default Pulled weatherstipping, found something bad!

Ok, I am installing the targa seals and when I pulled the windshield seal I found something that looks like rust down low on the windshield pillar right where the weatherstripping stops. What bothers me is there were no little plastic retainers holding it in place. Just glue. Well, there is rust down there. Nothing bad, just surface, but I am wondering now if it crawled under the weatherstrip track. It looks like instead of drilling a couple of holes for the retainers they decided to glue it. I am looking for some kind of rust neutralizer and will drill the necessary holes tomorrow. Has anyone else come across this? Better ideas to fix it?

I would mask off the glass edge and sand as much off as possible. Then I would wipe it down with laquer thinner and apply POR-15 to the remaining rust.

but remember to paint over the POR-15 ,if not all of the area painted will be covered as it is UV sensitive
