93 heate/ ac issues

93 heate/ ac issues
my 93 has heating and ac issues which i believe is most likely the heater control unit. here is what i know....
90% of the time i can not raise the temp. i can lower it but i cant raise it from say 72 to 73. the up arrow button wont work. 10% of the time it works.
90% of the time i can not lower the fan speed. 10% i can.
when i car is warmed up and i want heat i go from off to auto and the system comes on. fan at full speed (10) and temp at 72 which it is set at now. but all i get is cold air. if i turn the system off i can feel hot air through the floor vents.
so my question is, is the control unit wackers, which i suspect since i cant really control temp or fan speed. is that the only probable problem or could this be a right wing conspiracy and severl other things at the same time such as the interior temp sensor? control valves? etc?

Try disconnecting the battery for a few minutes, and see if it resets itself.

Search the Tech articles. It could be your unit needs to have the contacts cleaned.
