there definately is a special tool for that... check any online corvette catalog... should be in there... and i distinctly remember a thread a little while back about this very topic...

I made one of the hood release tools by heating and bending a 1/4" steel rod. Carroll B has the dimensions on his website. It was a lifesaver for me.

In a pinch if you don't have the tool, on the 94 and older cars that use the torex bolts to hold the upper splash shield to the hood remove the bolts and pull the shield out. It will come out with a little help. With this out you can then reach up to the latches where the cables are and open them.
If your problem is at the hood handle, 9 out of 10 times you can pull each of the cables out with a pair of vise grips. You will need to remove the bezel around the handle. This will open the hood unless the cable came out of the latch under the hood and that very rarely happens.

everyone may want to make this simple emergency back up. I drilled to 1/8 inch holes (1 on each side) in the plastic piece that seals the back of hood to firewall just below the windshield wiper shafts. Now i had two 8 inch lengths of stranded stainless steel wire ( just like the originals) put a small loop on both ends. one over the release catch clip where the orig is, ran it thru the hole in plastic that I drilled, with the other loop just laying in the well around the wiper. Now if the latch cable ever breaks, all you have to do is reach in and grab the loose loop by the wiper shaft and pull it to release the latch. Took me 15 minutes to do both sides and now worry free. :)

Here's the one I bought from Eckler's. Around $15 IIRC.
I tested it on the driver's side right after purchase and it worked a treat.
On Sunday, my passenger side cable failed, and I have all but given up on opening that side with the tool.
When I do give up, I will jack the corner, pull the wheel and go in through the wheel well.

Hood is open!
I cut 1/4" off of the tools business end and had the passenger side open within a minute. So I can pass on the public access emergency releases.
As it turned out, the cable had slipped out of the clip and was not broken.
Time to order a pair of those precious ($10) clips.
