Is it nomal for the upper and lower radiator hoses to calaps after the car has set for days?

No it is not normal for the hoses to collapse

With the replys, but to point to, the thing to do, remove the tube to the overflow tank. If that doesn't solve the short term problem, buy a new radiator cap. Work backwards from the symptom.
