Rule out the module behind the center IP, because sounds like the other one works. Pull out and check all the related bulbs: front amber directional, side amber directional, both rear passenger side stop lamp bulbs. See if you can find anything usual, darkened/burned bulbs, bad contact, etc...
My left blinker doesn't work, turned out the front bulb socket had a short.

I have an '88 with 15,500 and the right blinker won't blink. It will go on, but no blinking. So, what is the most likely culprit and how do I fix it?

The most likely? Burned out bulb on the right side. With the turn signal on, see if one of the right side bulbs is not lit (either front or back). If one is not lit, you have found the problem
When a bulb burns out, this is how your car lets you know. The signal will not flash. It just lights up steady.
