new to the C4's, looking at 88 vert, 90+K, decent looking, how tough and expensive to change dash pad, same with steering wheels, whats with every armrest glove box. lids look terrible, is there a permanant fix, what to watchout for with respect to engines, frames?, trannys (auto), any info appreciated.

Get one with receipts. If they can prove the transmission has been maintained with regular fluid changes, it will last a good amount of time. If the car doesn't look the part of well maintained, it probably isn't.
Those interior parts are not that hard to replace, just cost a bit of money. You listed about $500 worth of parts. Recovered or new steering wheel, new armrest door, new dash pad.
L98s are a pretty decent engine, they have little stuff like valve cover gaskets and the intake manifold gasket issues but overall they are really solid. The 700r4 is good for anywhere between 100 and 125k miles with care, some get longer, some get less.
The expensive stuff is the weatherstripping, seat covers, door panels, tires, paint, tops.
How much for the 88? Also, give some details on it.
Interior parts are running:
New Dash Pad: $ 499
Dash Pad Cap (ABS cover): $ 99 (less expensive option)
Steering Wheel: $ 200 ($80 extra for horn button with emblem)
Glove Box Lid: $ 120
Just bought the steering wheel and glove box lid, myself. Been looking at replacing my Dash Pad too.
As for replacing those items...pretty easy. Steering wheel is the most difficult part. That will take you 30 minutes or so to do. The rest are easier.

The center consol lid is probably shot from previous owners leaning on it to get into or out of the car. How is the tilt wheel? Any slop to it? These things are also used by some owners to help get in/out. As comfortable as these cars are once you're seated for many drivers there's no graceful way to get in or out.
car likely needs door panels, seats appear okay, tranny I am now told shifts a little slow,(could be trouble) price is around 6K, headers are leaking slightly, definately needs dash, steering wheel and glove box lid,
Pass on this car unless you do your own transmission work and/or enjoy fixing stuff as a hobby. With all the stuff you mentioned you can find better cars for what you'd have invested into this one.
Or go lower. I paid 8 grand for my 1994 with 110k miles and I redid the seats for $150 through Leather medics and a good overall cleaning and it rocks! (oh, and some weatherstripping but that is on all)
The 86 that I just picked up with 87,000 miles, mechanically was great. Only the interior was trash (have a spare pair of racing seats from my Z06 sitting in the garage, so that saved me some money), faded blue carpet (swapping to red) and no door panels. I only paid $ 3800 for it. Paint was new, everything else is great on it. I'd keep looking at that price with the mechanical issues.
