If you really want to do it right, DO NOT get those. Search for "hella" on MidAmerica, and a similar listing will come up. However, the Hella H4 housings are MUCH better quality than the part # you listed, and have much better light distribution. They do come with a price, at $55 each, but you get what you pay for.
If you want real HIDs, then go to fleabay and pick up a set for $75 - $80. Install is very simple, and there have been several threads recently on this topic, as well on HIDs in the fog-lights.
If you don't want HIDs, then just to go Advance Auto, or wherever, and pick up any H4 headlight bulb. If you're going for the HID look on a budget, I've heard the Sylvania Cool Blue bulbs are very bright and have a slight blue tint.
