Selective Ride Control (RPO FX3) first appeared in 1989. When the Z51 suspension package went away, RPO Z07 (coupes only) took its place and FX3 was included. You could also order FX3 with the base suspension on both coupes and 'verts.
As far as installing it on a car, it would be a difficult job. Besides the shocks, actuators, controller, and different CCM, the car would have to get the FX3 wiring harness. You would be looking at costs that would most likely exceed the $1700 price of the option when the car was new.
96 cars never had FX3. It was a totally different active ride control system. That being said it would be expensive to add even if you could do it. RPO F45
