All '96's came with PKE (Passive Keyless Entry). Something has happened to your fobs over the years. You can buy new fobs (on that auction site or GMpartsdirect.com)and do a search on here on how how set them up.
Just a warning...the PKE can be a PITA. A lot of people just turn it off and not use it...I personally love it.

It was standard equipment starting in 93. You got it.
The control module PKE is under the upper trim panel (dash pad).
I'd check under the seats & storage compartments for a FOB, you never know. Fob's are available, but getting expensive. There are sources that other members can recommend, I don't recall any off hand.
