I have replaced the original sealed beam lights on my 95 with the silverstar replacements. It now seems that my low beams are brighter then my highs. Are both filaments suppose to come on with the high beams or only one. Thanks for any help.

I don't recall seeing both filamenst lit at the same time but it's pretty hard to look at the lights when they are on without some sort of a dark filter. You may have to use something like a welder's helmet to see if only one or both filaments are lit on the high beam setting.
What you are probably seeing is the difference in how the high beam is focused by the lens or perhaps your headlamp alignment is not right. The two filaments are just far enough apart in the capsule so that the light from the high beam filament is focused differently by the lens.
The filaments are the same in terms of material but of course the wattage (and lumens) is higher on high beam.
I would try re-aligning the headlamps to see if that improves the high beam pattern on the road.
