You must mean VATS. Unplug the VATS wires from the ign sw and try to crank the engine. On my 87, the wires go down the steering column and come out below the carpet into a 2 pin plug/socket, and then over to the VATS module. The starter should not run with the VATS wires disconnected.
To test the starter interupt system lock your car with the power lock button(leaving the window down) reach in and unlock the car, then try to start it. You should not be able to and you should also notice that your "Security" light in the status window is not on, meaning that the system has been activated.
To reset it just close the door and lock the car with the keys and then unlock it.
