How does the change only effect pre OBDII vehicles? Didn't Mass do the dyno/tail pipe sniffer on all cars post 1980, or there about, regardless of OBD version? That would effect pre and post OBDII, correct? Or, I should say, it effects OBDII, it exempts OBDI?
I referenced NH since I couldn't find anything specifically relating to the new procedure in Ma gov't websites. Sounds like NY is similar, so I assumed (yes, I know what happens when one assumes) Ma would be close. Only emissions testing will be via OBDII link.

Here is how it used to be :
1984-1995 Got tailpipe test, on a dyno. emissions levels were based on the IM240 program. 84-89 Had high limits, 90-95 had lower limits.
1996+ Got OBD-II test, they plug it in and your car tells them if its ok or not.
What mass did was tell all the stations they will no longer be doing the Dyne test (IM240, 1984-1995 vehicles) but only doing 1996+ OBD-II tests. They were told they must actually REMOVE their dynes by 01/2009.
Again, my interpretation based on the clean air act is that they will perform a VISUAL test and that is it. But you would have to call for sure.
Apply to the Newport, NH PD. They need someone older than 21 on the force.

In all seriousness, I'm looking at Salem, Hudson, Pelham. I've been an LEO in mass for 6 years and I just can't take this system. The laws make no sense, the courts are retarded. The AG doesn't even know her own regulations. The previous AG had an anti-gun agenda. Our wonderful gov wants to raise the cost of firearm permits to $200 in an attempt to reduce the amount of gun owners in the state. (btw: leo's pay $25, this isn't about me - it's about a system designed to rob people) Democrat political tactics are remarkably similar to the same gun control tactics Hitler used right before he sent the Jews/others to the concentration camps...

We didn't live in Ma all that long, and only ever had one +96 car. I only had the +96 car emissions inspected once before we moved and had dropped it off. I was present when the other two pre- cars got inspected, so I only remember the rollers and sniffer.

Regarding emissions. My L98 has the stock exhaust. I want to put on a less restrictive system. If they are going to visually check for the cats
then should I just leave them and get a cat back system?

Yeah, I'd leave the cats. They may get more strict on the visuals. Or less. Who knows. Either way, technically it should be there.
I got my 92 LT1 383 stroker inspected in June at a Boston suburban gas station. No sniffer, no dyno, no opening the hood. The guy just tooted the horn, checked the lights, and jiggled the front wheels. $29 for a PASS. I don't even know if I would have passed or not.

Emissions is every 2 years. Did you do an emissions test last year? if so you didnt have to do it again this year.

Just hollow out your cats so its just a decoy... They are just looking to see if they are on there they wont physically look to see if they are anygood. I passed with my Impala SS with hollowed cats even with the emissions tests

Just went this in June with my '85 and was told that the rules would be changing. The new inspection will also exempt cars 15 years or older. The current law is 1984 and older (missed it by a year). The new inspection will also include a visual smoke test-excessive smoke (I don't know who defines) and you fail. Amount of repairs is going up and has been tied to the consumer price index for succeeding years. Vehicles subject to emissions testing will now be done EVERY year instead of the current two (2). Altering the emissions system will be a failure and the waivers will not apply, regardless of the cost. Here is the web address for the proposal that was submitted:

I just had my 1990 inspected on Friday and was told by the tech that starting in Oct-08 auto model years 1995 and older will be exempt from Massachusetts emissions testing.
Only OBD-II equipped cars (1996 & newer) will be tested.
Can anyone confirm this?
You mention auto cars. Does this mean 6 spds are not exempt??
