I don't know about 94's, but my 87 measure about 16 ohms. An ohmeter will only find gross faults and an injector coil with a turn to turn short cannot be found with an ohmeter. But that injector coil can easily be found with an impedance bridge which measures the inductance and the Q of the coil. I found a bad injector on my 87 with my impedance bridge, the ohmeter read the same as all the other injectors.
