I just went out to check my 96 C.E. VERT LT-1. If you turn the key off and remove it before 35 seconds has elapsed, then your interior lights will not come on until you open the door. If you turn the key off and wait more than 35 seconds, then your interior lights will come on, and your power door locks will cycle open after you remove the key and before you open the door. I have always thought this to be strange and I myself was wondering, if you have the power door locks cycle open, then why don't they cycle locked after you start the car or put it into drive?
