steering column spring problem HELP!

steering column spring problem HELP!
Hello folks,
Hope someone out there can help me.
I have a 89 vette. Had to change out the ignition switch. Im all back together up to the spring.
I bought the special tool to compress the spring, but it screws onto the end/inner shaft and it just slides out. The big c-clip is what keeps it from sliding out, right.
I've looked through my helm and haynes, none say anything more than to use the tool. I have to be missing something here!
So, as I tighten down the tool the end/inner shaft just slides out and doesn't compress squat. The tool worked just fine taking the spring/clip out becuase the clip kept the end/inner shaft from sliding out which gives the tool something to "hang on to".
Can you see my problem?
