In the last 5 years I have shipped no less than 10 sets of wheels. FedEx each time, never any big issues, about $50-75 from Oregon to East Coast, depending on how you package them. I've always shipped 4 wheels to a box, big it may be, but it's the best method.
See what Greyhound can do - not quite as convenient, as you have to drop off/pick up at the bus station, but they're usually pretty reasonable for larger items.

FedEx....has always worked for me...however...I have always used the box's from the new wheels to ship the old...one wheel per box. FedEx has damn good pricing....twice as low as UPS. Just be sure to not skimp on the box prep....packing and outside taping.
