I am in the military and will be deploying soon. My 96 will be stored outside in a fenced in area. I have already purchased a top quality car cover and some Sta-Bil for the fuel tank. Any other suggestions?
Wash, thoroughly dry and wax the car
Stuff some steel wool in the exhaust tips
Place containers of cut-up Irish Spring soap in the interior and in the engine compartment (some folks use dryer sheets instead) to ward off varmints
Pump up tires to 40-45 lbs
Place moisture-absorbing packets in the interior
Lubricate weatherstripping with dielectric grease
Remove spark plugs and squirt some oil in the cylinders (I don't do this for winter storage, but for a year-long stint it may be a good idea)
Disconnect the battery (I keep a charger on mine all winter, but with your storage situation, it doesn't sound like that would be an option)

You can pick up some dri-z-air to keep the moisture out. Available at most rv supply stores. Do not set the E brake. You may find when you come back that it is stuck. Use chocks to keep it from moving and in gear/park. Keep one set of keys locked in a safe deposit box or someplace safe. This is to help in case you lose the keys. If your storing it on base take all valuables out. You would be surprised how many vehicles get broken into on base.
