can anyone tell me the best/cheapest place to get an opti for a 94?

you don't want the cheapest. get a delco or a MSD

Get one from GM parts direct ! Stock works as good and lasts as long which except for timing adjustment you likely don't need costs $ 275 plus shipping .

Their site is on the side bar to your left.
If you need some good time and money saving directions w/pics and how to make the tool you need to replace the WP seal let me know and I'll drag it up !

This is the one I use and there are a few other things to add though !

I put a hose from the weep hole on the WP and ran it below the opti.
Good time to change plug wires, and the harness that plugs into the opti may be brittle and the rubber boot may be cracked .
NAPA and Painless both have them with Napa really cheap.
If you have a stock balancer there is a hole in the frame which allows you to use a puller on the thing.
It should not have to come all the way off and if it does you may have to take out the engine mount bolts and jack up the engine couple inches. I doubt it has to come off.
Be sure to fire it up and run it a minute before you put the WP back on !
With a little knowledge it's not difficult job.
I don't remove the coil but if you do the ICM [ ign control module ] located below the coil will last much longer if you put a couple of little washers between it and the hot metal behind it.
I'm just saying .
