I drove the vette to work today and I didn't have any heat. I had it set on 90 degrees and set to blow out the upper vents and all that came out was cool air even after the car reached operating temp. Does that mean its the dreaded heater core?? Suggestions???

If the passenger side carpet is wet and a slimy film covers the window when the heater is turned on, then yes it is the heater core. Try flushing the system first as it may be clogged up. Changing the heather core is not as bad as everyone makes it out to be.

You may have lost your HVAC programmer that tells your controller what to do. A plugged heater core could be the problem but without a wet carpet, a Glycol smell and the steaming as described by the other poster chances are its another problem. Other issues could be the dampner door may not be opening in theHVAC suitcase on the firewall. I remember reading on the forum here that the 96s had a poor design on the HVAC programmer where the vaccumm tips collapse which dont allow the controller to perform as required. Normally they would have air coming out of the lower and upper vents and AC that would work and then go into these other modes.
So you have a few areas to look at. If the passenger side carpet is wet, yep its the heater core. Pull the passenger seat and lay on your back and get to work. Also the core could be plugged and a little low pressure from the garden hose at the top of the core to flush out the bottom could help. (Low pressure only mind you). If the dampner door is broken you will need to take the suitcase apart on the firewall to get to it. The AC Programmer is a PITA to get to its above the accelorator. Id pm SUNCR on the forum here as well as he appears to be the C4 HVAC guru. Good luck
I did just put a new/used temp controller. The one that was on the car would stick, it wouldn't let you change the temp settings sometimes, or wouldn't let you control the fan speed, etc. I bought this one, and switched it out, all the controls work as normal, just don't have any heat. Also, the floorboard is dry.. Could it be a bad unit that I bought, it came out of a 25K mile 96 CE??

Search the forum for the post on the 96 ac programmer fix. Not the controler that you set the controls but the programmer thats above the accelorator. I will try to search as well.
For now heres a post for doing a diag on the suitcase dampner door I mentioned earlier
