There are two Instrument fuses labeled "INST". One next to the passenger door on the side of the dash and one located in the secondary fuse block also labeled "INST" under the glovebox behind a whole bunch of cabling, bring a flashlight and move stuff around or you wont find it as its slightly larger than a matchbox.

If your seat switches are also off without the orange nightglow and the door power buttons and mirror switches also dont light its one of two issues. A bad headlight switch or an incandesent relay that sits on the top side of the steering wheel behind the Intrument panel.

This ia all assuming of course you have already checked and replaced the Sylanvia #74 bulb underneath the mirror and the Lever reostat next to the headlight switch its in the top left full postion and not turned off. And also we are talking about your 92 since you didnt list the year.

No sweat trust me the secondary fuse block is a bugger to find. You will need to stick you head up under the passenger dash to find it
