On my 95 LT1 there is a hard plastic tube running from the passenger valve cover to the throttle body. I keep noticing oil on the throttle end of that tube. Also the tube does seem to do anything should i notice some vacuum or anything on it.

That hose (tube) on the passenger side running from the valve cover to the TB is simply crankcase ventilation. If there is supposed to be a valve on there, it was removed from mine by a previous owner.
I get oil up there as well. What I believe is happening is when running at high RPM or WOT, there is no pressure leading to the cover, and oil is actually able to pull up from the cover. It's not much, but yes, I have to clean it every so often.
Your PCV should be located on the driver's side intake and has a small "U" shaped tube connected to it.
So should i feel some vacuum pressure on that line?
No, the vacuum should be at the valve cover supplied by the PCV valve on the other side of the intake manifold. The tube from the throttle body supplies fresh air to the crankcase.
