I am new and this is my first vette to own. I have a 95 convertible. The remote did not work when I got it. I put in a new battery, but could not get it to program. My question is - do I need to buy a new remote or could the problem be in the car? Or how do I find out what I need to do? Thanks for any help.
I'd say you have a 50/50 chance of it being the remote or the module on the car. You could buy another remote and try it but then you might be stuck with two FOBs if it's the module.
If it were me I'd buy another fob first. Borrowing a known working one would also be nice if you have one you could borrow.
I have a 95 also and mine worked until last fall, then stopped. Tried a new battery with no luck. I am going to try a new fob and hope that is it. If not, I will continue to just use a key.

These things are notorious. I've broken and repaired my one working fob 3 times now, and it's back to its tricks again. There is a programming routine which is outlined in the car's manual.
Try looking inside the fob for broken connections. Also it should rattle - a ball bearing moving around

Program your fob according to the manual. Remember the fob needs to be shaken to awaken it from inactivety sleep, this sleep saves the battey. I sometimes have to hit my hand with mine to get it to work.
