steering column bolt?

steering column bolt?
my steering wheel has play in it and i cant pass inspection unless i tighten the bolt. does anyone know how difficult it is to get to the three bolt? i was thinking i would do it myself because the mechanic said it would take them like 2 hours to do it.

there is a guy on here that used jb weld to do it in like an hour.
maybe not the way you want to go, but it is alot easier if the pins are wore
